The useful detail is what the rule actually covers. The city says a Certificate of Appropriateness is required before exterior work begins and before a building permit can be issued for a property in a district. A bathroom is interior, so most remodels here never touch that process. The moment a project adds or changes a window, alters an exterior door, or vents through an outside wall, it does. The permit rules changed on July 1, 2026, and the headline is misleading

Under Florida House Bill 803, certain residential projects valued under $7,500 can now qualify for a building permit exemption. That has been widely repeated as "you do not need a permit any more," which is not what it says.

Two things matter. The city states plainly that the exemption is not automatic: owners must apply for and receive approval before any work begins. And $7,500 is well below what a full bathroom renovation costs, so on the work we do the threshold rarely comes into play at all. The city has also created a standalone Zoning Permit process for certain site improvements, and its Planning & Preservation Division still checks zoning, landscaping, tree protection and historic requirements where they apply. We handle the permitting process either way.

Older houses hide their problems behind the tile

The building stock that makes this city's historic districts worth protecting also means many bathrooms sit on plumbing and framing that predate every current standard. We routinely open walls here and find cast iron waste lines at the end of their life, galvanized supply, no useful blocking, and a circuit never sized for a modern bathroom.
