What a Larger West Palm Beach Renovation Runs Into

The city-specific questions that decide the order of a multi-room project, answered before the number is written.

Historic review comes in three sizes

West Palm Beach sorts historic applications into tiers. Staff Level (1) requests can be reviewed by staff alongside the building permit. Staff Level (2) needs a Certificate of Appropriateness, Minor, which staff can approve administratively when the proposal meets zoning and preservation requirements, and the city accepts those at any time. Board Level (X) needs a Certificate of Appropriateness, Major, and a hearing before the Historic Preservation Board.

The tier matters because the calendars are so different. A Board Level item follows the board's monthly meetings and a filing deadline two meetings out, while a staff item does not. On a whole-house project, one exterior change such as a new window or a relocated door can move the entire job into the slower lane, so we identify the tier with the city's planners before the scope is fixed.

Designation follows the address, not the street

The city lists 18 locally-designated districts and 46 individually-designated sites. A house can carry its own designation on a block where its neighbors carry none, so looking up the district is only half the check.

Interior work is not what the preservation ordinance and design guidelines govern. A renovation that stays inside the walls generally avoids that review, and one that changes openings, cladding, or the roofline does not. We confirm the status of your specific property at the start, because a whole-home plan is the kind of project most likely to touch the outside.

Check the flood zone before the scope

West Palm Beach publishes a Forerunner interactive flood map and will confirm a property's zone by phone at 561.805.6705. The city's own advice is to obtain a permit before making any improvements to a property.

On a single bathroom the zone rarely changes the plan. On a renovation that reaches across the house it can, so we look the address up at the first visit and confirm what the city requires for that property before anything is priced, rather than after drawings are done.

One city, three kinds of building

A whole-home plan here can mean an older house with plaster walls and original trim, a single-story block home from the middle of the last century, or a condominium above Flagler Drive. Each opens up differently and limits what can move.

The city's Planning and Permitting Research Tool helps at the planning stage. It checks a proposed project against current zoning allowances, lists the permits it would need, and gives a rough estimate of permitting fees, though it is not an application. We use it early, then handle the permitting process through EPL and the Civic Access portal and carry the inspections through to the end.
