Palm Beach County is not one jurisdiction. It is dozens of them, and the rules that govern your remodel are set by which side of a city line your house sits on.
Your city, not the county, usually issues the permit
Each municipality here runs its own building department, with its own submittal portal, its own review queue, and its own way of staging inspections. A remodeler who works one city and assumes the rest match learns otherwise on the first project.
Boca Raton, for example, permits through its Development Services department across two systems: Boca eHub for applications, fees, inspection scheduling, and records, and Boca ePlans, the city's ProjectDox portal, for uploading drawings for plan review. Neighboring cities do it their own way. We work out the specific path for your address before we build the schedule, not after the drawings are done.
Wind-borne debris region, and what it is not
Palm Beach County sits in the Wind-Borne Debris Region, so exterior openings carry impact-protection requirements that shape any remodel touching windows, doors, or sliders. If your scope moves an opening or changes its size, that requirement follows it.
What the county is not is the High Velocity Hurricane Zone. HVHZ covers Miami-Dade and Broward only. It matters because product approvals and details written for HVHZ are stricter than what applies here, and a bid built on the wrong assumption is either over-priced or, worse, not what your inspector is looking for.
Paperwork that has to be right before anyone swings a hammer
Florida Statute 713.13 requires a Notice of Commencement to carry the property's legal description, street address, and tax folio (PCN) number. Palm Beach County's Building Division states plainly that incomplete NOCs get returned for completion and re-recorded.
That is a week lost to a form, on a job that had not started yet. It is the least interesting part of a renovation and one of the most common places a schedule slips, so we handle the recording and confirm it is clean before the crew is scheduled.
Associations set the calendar as often as the city does
A large share of the housing here sits under an HOA, a condo association, or a country club community with its own architectural review. Those bodies meet on their own schedule, and no amount of urgency moves a board meeting.
So we treat approval as a scheduled phase rather than a formality: scope documentation prepared up front, certificates of insurance naming the association, and the work planned around the building's rules on hours, elevator use, and debris removal. Building that window into the timeline at the start is the difference between a delay and a plan.
